In Pennsylvania, county, township, and school district property taxes are collected by the township tax collector. The township tax collector is elected to serve a four-year term. Washington Township’s current tax collector is Julie Lewis.

Payments can be mailed in, but there is also a lockbox on her side porch where they can be dropped off anytime. If you want a receipt, include a self-addressed stamped envelope with your payment.

How are property taxes calculated?

Property taxes enable local governments, and school districts to generate revenue so they can support their operations. Property taxes have two main components: assessed value and millage.

Armstrong County assesses the value of each piece of property owned. The property tax is then calculated by applying the millage, or tax rate, to the assessment.

Millage or mill means “thousandth part.” One mill equals one-thousandth of a dollar or one-tenth of a cent. Millage or mills represent the amount of tax for every $1,000 of a property’s assessed value. A rate of 10 mills means that $10 in tax is levied on every $1,000 in assessed value. The total amount owed for property taxes is determined by the sum total of the current mill rates for each tax.

The millage rate is set by each taxing body, i.e., county, township, and school board.

Local Services Tax (LST)

The annual LST in Washington Township is $10.

The Washington Township LST is a local tax payable by all individuals who hold a job or profession with a worksite in Washington Township. The Local Services Tax is deducted for the municipality or school district in which one is employed, not where one resides.

Employers with worksites located in Washington Township are required to withhold and remit the LST on behalf of their employees working in Washington Township. It is due quarterly on a prorated basis determined by the number of pay periods for a calendar year. Employees are only required to pay the tax for the period in which they are employed within Washington Township.

Self-employed individuals must pay their own tax in a lump sum payment.

Payments are collected by the Washington Township secretary at the township building located at 357 Adrian Sherrett Road in Adrian.

In 2008, the Local Services Tax (LST) replaced the Occupational Privilege Tax (OPT) and the Emergency and Municipal Services Tax (EMST), which provided direct funding to Pennsylvania municipalities for police, fire, and other municipal services.

Earned Income Tax (EIT)

The total EIT in Washington Township is 1%: 0.5% for the township, and 0.5% for the school district.

Local income tax is a tax local governments impose on residents who earn income, wages, or net profits. The local income tax is in addition to federal income and state income taxes. The Local Tax Enabling Act authorizes this tax for municipalities and school districts.

In PA, employers are required to withhold and remit Local Earned Income Tax on behalf of their employees working in PA. Employees must also file an annual local earned income tax return, even if they had employer withholding and are not expecting a refund.

Political Subdivision Codes (PSD)

Washington Township PSD Code: 030224

PSD Codes (political subdivision codes) are six-digit numbers that uniquely identify each municipality—township, borough, city—in Pennsylvania. PSD Codes play an integral role in assisting employers and tax collectors to remit and distribute the correct amount of local Earned Income Tax to the correct taxing jurisdictions. Tax filers may also need this when filing local tax returns.

TCD – The first TWO (2) digits of a PSD Code represent the Tax Collection District (TCD)—in most cases, the county—in which the address is located.
SD – In combination, the first FOUR (4) digits of a PSD Code represent the School District (SD) in which the address is located.
PSD – In combination, all SIX (6) digits of a PSD Code represent the political subdivision (PSD)—township, borough, city—in which the address is located.

Employees are required to complete a Residency Certification Form upon hire (and with any subsequent change in address) in order to confirm the PSD Codes and EIT Rates being used by the employer for the employees’ local taxing purposes. Employers maintain this form in the employee’s personnel files.
